Commodore’s Report for the Secretary-Treasurer

Commodore Artof read a recent letter of resignation from our Secretary-Treasurer, Jerry Lounsbury. This was accepted by the Board. The Commodore is assuming the role of temporary treasurer and the Vice-Commodore is doing the secretarial duties until a replacement can be found, hopefully in the San Diego area to continue the rotation of officers from the four geographic areas.

Commodore Artof also reported that official minutes from the Annual Meeting in January have not been submitted. Linda Newland will reconstruct them from notes she took at that meeting and distribute them with the minutes from this meeting.

The Commodore also handed out the semi-annual financial report prepared by Jerry Lounsbury: (also see attached report)

     Regular checking account -              $6,769.20

        Restricted Contribution                   ($500.00)*

Savings (Castagna Regatta Fund) -   7,226.68

     Total                                                $13,495.88

*denotes contribution restricted to Horder use and is included in the amount shown   for the regular checking account

Commodore Artof explained that Mrs. Horder, contacted by Staff Commodore Pat Goodfellow, contributed the $500 for ongoing keeper trophies for the Garrett Horder perpetual trophy, which is awarded annually. Staff Commodore Goodfellow will attempt to contact the Carr family to request same.

The Commodore also handed out a sheet with the updated PCYA inventory report prepared by Jerry Lounsbury.

Commodore’s Report

                 Regattas

Commodore Artof reported that the regattas went well.  We had good weather and great racing in both divisions. Also, the Barusch trophy needs repair. This was discovered after the trophy arrived this weekend. He will check with last year’s recipients to find out if their association has insurance that would cover the repairs. He will also get an estimate for the repair.

       Nominating Committee

The Board will need to replace a sailor in San Diego as Secretary-Treasurer this year and a powerboat person in the Los Angeles area for the 2006 term. He appointed S/C Wellnitz and S/C Lewis and S/C Castagna as chairman of the nominating committee for finding an immediate replacement for the Sec-Treas. and for recommending officers for 2006. The committee was directed to add more people as needed.  Ideally, the Sec-Treasurer should be found within a month to assume this year’s duties. The Board passed a motion to approve the nominating committee and to vote on the Sec-Treas by email or by telephone.

Vice-Commodore’s Report

               Newsletter

Vice-Commodore Linda Newland reported that the summer edition of “The

Pennant,” will be published shortly and will include regatta results. The Commodore

will include a link on the PCYA website so people can access it by clicking on the

button. She thanked those associations that have sent their newsletters to her and’

asked others to do the same so she can include shared member news.

           Joint Tahoe meeting in October

PCYA received an invitation from the PICYA Commodore to attend a joint

dinner meeting at Harvey’s Resort at South Lake Tahoe on October 8. Other

invitees include SCYA and Recreational Boaters of California (RBOC).  To

date, officers planning to attend are the Commodore and Vice

Commodore.  PCYA delegates are also invited. There will be a social welcoming

event at South Lake Tahoe YC on Friday evening and the dinner meeting will be

held at the Top of the Wheel on Saturday night. Other activities are being planned

for Saturday.  Contact Linda Newland, 510-521-7172 or newlan2dl@aol.com, for

more information as room reservations should made by August 23. Special room

       rates are available.

          2006 Annual Meeting

The 2006 Annual Meeting will be held in the San Francisco Bay Area. After

discussion, it was decided to make arrangements, if possible, with St. Francis

        Yacht Club.

        Rear Commodore’s Report

Rear Commodore Jerry  Downer reported that he had mailed Horder and

Langlais requests for nomination letters and they were also available on

our website. He also sent out notices by email to member associations.

He stated that judges for each this year would consist of himself and the

most recent winner serving as co-chairs, plus five other previous winners

           in each competition.

He suggested that next year we should reannounce the Langlais and Horder

winners at our general gathering for the regattas mid-year and remind associations

of the fall deadlines for submission of nominations for the current year.

        New Business

             Incorporation

After a lengthy discussion led by Commodore Artof, the Board voted to incorporate

PCYA as a non-profit corporation in the state of Washington. It is an online process

and costs only $50.00. Furthermore, PCYA has member associations in Washing-

ton and the current Rear Commodore resides there and can be the initial agent for

        service of process.

        D&O Insurance

After some discussion, the Board moved to buy Director’s and Officer’s insurance for PCYA from Garvey Insurance Company for $750 per year. Also, it was decided to offer our association members information on purchasing the same D & O insurance for $750 providing they are incorporated as a non-profit, have no employees and have less than $25,000 income annually.  The vote was to buy it for the remainder of this year and next year, but have a discussion at the next Semi-Annual PYCA Board meeting on how to fund it before we vote to extend it further.

    2006 Regattas

Since traditionally the regattas are held in the home area of the Commodore, then next year they will be held in the San Francisco Bay Area. S/C Haluk Akol

Stated that PLRANC, the powerboat member association, would be responsible

For putting on the Barusch/Castagna regatta, but it only has 6 or 7 vessels that

Are active in log racing. He suggested using sailboats if there was a difficulty

Finding boats to compete.

S/C Joe Castagna offered to serve on a committee to explore the feasibility of

Doing the regattas in San Francisco Bay and working to find a way to do it.

Commodore Artof subsequently appointed S/C Castagna and S/C Akol as

Co-chair and added Linda Newland to that committee. Other PCYA delegates

Will be added as needed to this core committee.

Old Business

S/C Bob Leslie complimented the Bridge on the newly released yearbook and stated that we need to update our deceased Commodore’s list. Commodore Artof will do this and put the revised list on the PCYA website.
